Welcome to the C5 (Council 5) Conventions page!! In this page we will discuss a quick overview of what goes on during the C5 Convention. Check out the page that is dedicated to C5 Convention 2026!

C5 Convention is held on an annual basis and takes place in the cities of the great state of Minnesota! All announcements pertaining to the C5 Convention will be shared within your LU (Local Union) meeting minutes, C5 Union page on Facebook and Instagram. It will also be located on the Memberlink webpage.

Keep in mind that there will NOT BE ANY LEAVE LETTERS for the C5 Convention. This is due to the amount of leave letters that would be required for delegates to attend as this is a state wide event. So, plan accordingly if you would like to be considered as a delegate to the event.

During convention, much like the IU Convention, delegates will vote on Resolutions and Amendments that change the Constitution. This means that only dues paying members can represent their LU during C5 Convention because they have voting rights! Non-dues paying members do not have voting rights and will not be considered for a Delegate position. Your elected delegates will keep in mind how you and your fellow members feel surrounding the resolution/amendment and vote accordingly on each item that is presented during this event. Remember your union dues DO NOT go towards any Resolutions/Amendments!!

Did you know that you can draft resolutions/amendments to be presented at C5 Convention? Keep in mind that resolutions should focus on worker rights such as supporting worker's rights, addressing workplace issues, establishing union policy, authorizing an action (example is approving certain activities, campaigns or other steps within the union's authority), or proposals that are appropriate for larger union body voting.

On even numbered years, just like with your LU, your LU delegates will vote on new E-Board (Executive Board) members at will preside at different levels within the C5 E-Board. At convention there were thousands of AFSCME delegates from the whole state in attendance. Now that is a lot of Green Machine.
